How Chiryu City began to embrace an exchange with Ina City extends back to 1989, when Chiryu City proposed a construction plan to build an outdoor center in nature-rich Ina City.
As a result of mutual discussions starting at the beginning of 1990 for the construction of the Chiryu City Outdoor Center, the official “Request for cooperation regarding acquisition of a building site for the Outdoor Center” was presented to the Ina City mayor by the Chiryu City mayor in December 1990. The building site was acquired in 1991, and a groundbreaking ceremony was held in July 1994, followed by the opening on June 1, 1995.
The actual exchange between the two cities started in 1992, and through multiple exchanges such as mutual visits made by the mayors of both cities and parliament officials, the decision on the “conclusion of a friendship agreement” was reached at a regular city council meeting in September 1994, and the agreement was signed in November, officially becoming friendship cities.
The establishment of a friendship city relationship between Ina City, located in the central inland region, having achieved development amidst an abundance of nature, and Chiryu City, located in the large metropolitan area of the Tokai region, preserving historic legacies while carrying on modern urban culture, will form a meaningful relationship through proactive mutual exchanges and collaboration in various fields to mutually learn about each other’s areas of excellence.

Ina City is located in the Ina Basin, which is almost in the middle of the Japanese archipelago, with the Southern Alps in the east and the Central Alps in the west, and the city has a population of 62,000. Ina City was formed as a city in 1954 and has been developed as the central city in charge of politics, economics, and transportation fields of the Ina region.
From an industrial perspective, state-of-the-art technology industries have been remarkable in recent years, while the city has been established as a large-scale production region for rice, vegetables, and flowers in the field of agriculture. Furthermore, the city boasts the ability to attract large crowds as the central trading zone of Kami Ina district in the field of commerce, which has made Ina City a city of well-balanced industry.
In the field of tourism, the city has facilities such as Ina Ski Resort and Larry Kids Ina (a racing cart driving area) in the western plateau district, which is conveniently located close to the Chuo Expressway. As for cultural and sports aspects, the city provides cultural halls, libraries, athletics stadiums, and tennis courts. Furthermore, people can enjoy playing golf in untouched natural settings in two golf courses located in the city.
The city is also involved in an urban development program, beginning with the concept of hometown building as the momentum, to create a city that is unique to Ina City. Programs that are currently underway include “Building a town of azaleas” based on the theme of the azalea, which is the city flower, and “Improvement of a town with rivers” based on the theme of rivers to which people can turn for inspiration.
