Support Funds for Displaced Workers

Those who can receive the loans.

Those who are applied to all of the following requirements can receive the loans

  1.  A household has difficulty in making the living after the main supporter lose a job.
    * It has to be proven that the main supporter earned a livelihood before he/she lost his/her job. Another requirement is that the person does not have a large amount of savings.
  2. The main supporter can be employed and is now looking for a job.
    * A person has to be in a good shape and tries to be employed.
  3. A household can manage living if the main supporter is employed.
    * In cases in which the family cannot manage living even if the main supporter is employed, or in which the family is heavily in debt, loans cannot be applied for.
  4. It is within 2 years (in special cases, 3 years) after the main supporter loses a job.
    * “Special cases” means, for example, cases in which the main supporter is being trained for reemployment.
  5. 5.The main supporter does not receive any employment seekers’ benefits of employment insurance.

Loan amount: No more than ¥200,000 per month (¥100,000 for single-person household)
Loan duration: Within 12 months
Interest Rate: 3% per year
Joint guarantor: 2 joint guarantors in principle
Payback period: 6 months (within) after the end of loan duration is a repayment grace period (no interest). Payback has to be done within 5 years after the end of the repayment grace period.

Those who wish to submit a loan application need to prepare all of the documents shown on the right side in each category below. If any are overlapping, only one copy is required. Please contact Chiryu Council of Social Welfare if you do not have any attached documents.

(1) Documents showing the state of household

Certificate of residence (copy) (Every family member: A certificate issued within 3 months with the structure of a family)

(2) Documents showing the state of income before you lost your job

Certificate of income and withholding tax (copy), final return of income tax (copy), certificate for holder of employment insurance (copy)

(3) Documents showing the date of unemployment (Those who lost their job more than 2 years ago and who wish to submit a loan application are required to submit documents marked*)

Letter of separation (copy), Notification of an applicable office (copy), certificate for holder of employment insurance (copy), Notification of discontinuing a sole proprietorship (copy), letter of retirement (copy), letter of separation issued by an employer before unemployment, insurance card for health insurance (copy)

* Documents showing acquired skill training

(4) Documents showing the status of your job search

Receipt for job seeking, certificate for holder of employment insurance (copy)

(5) Documents showing qualifications of job seeker’s benefits as an employment insurance holder

Certificate as a holder of employment insurance (copy)
