Welfare benefit

• Welfare benefit based on Public Assistance Law is the system that provides necessary assistance for persons whose lives diseases, misfortunes or etc, made difficult.
• Compared their income with the subsistence cost based on the household composition, the age, and etc., only the parts that are less than the subsistence cost will have been covered until they can get by on their own.
• Therefore, they are the requirements for the person who will receive protection to use the available assets (lands, houses, etc,) and the person’s ability to maintain their lives, and to receive as much help as possible from their parents, children and siblings.

In the welfare benefit, there are 8 kinds of allowances that are provided based on the standard the country establishes.

• Maintenance allowance—the costs for daily life such as foods, clothes, electricity/gas/water and so on
• Housing allowance—the costs for rent, land rent, repair on a house and so on
• Education allowance—the costs for compulsory education such as school supplies, material fees, school lunch fees, classroom fee, and so on
• Care allowance—the costs for receiving home care, and care in facilities
• Medical allowance—the costs for seeing doctors for diseases or injuries
• Childbirth allowance—the cost for childbirth
• Vocational allowance—the costs for obtaining a job, acquiring skills and techniques
• Funeral allowance—the cost for funerals

When you are really in trouble, applying for “welfare benefit” is “the citizen's right,” and at the same time it is an assurance for the life at the substance level, so there are various “duties” and “restriction.”

If you receive the welfare benefit, you need the following things.

• Please let you and your family work according to respective abilities if you can work. In the case that you do not work without any reasonable excuse, you cannot receive the public assistance.
• Please utilize your own cash and saving deposits you have.
• If you have a life-insurance policy, please cancel it and utilize the refund in principle.
• For the person who can receive assistance from their parents, siblings and children, please accept them (the support obligation in Civil law should come first.).
• Please utilize a social security program (national pension plan, employees’ pension plan, health insurance, employment insurance, workers’ compensation insurance, child allowance, child-rearing allowance, care insurance, etc.).
• In principle, owning a car is not acceptable.
• Please dispose of the precious metals, securities, etc. and cover your cost of living with them.
• In principle, please utilize the assets of your land and houses that are not used or too large by selling them or in other ways.
• You have the duties to follow the investigations, guidance and instructions the welfare office implements based on the lows. If you reject them on purpose without any reasonable excuse, you cannot receive the public assistance.

The fundamental basic is the independence and self-reliant efforts to protect your lives.

Please understand the purpose of “welfare benefit” system well and apply for it.

When you have trouble making a living and ask about welfare benefit, please consult Minseiiin (commissioned welfare volunteer) in your area or the Welfare Division of the city municipal government.

Please apply at the Welfare Division at city hall.

When the application is made, various things related to the applicant are investigated (including home visit).

1. How much is the family income?
2. Before you go any further, are there any ways to use unnecessary assets for living?
3. Are there any ways to work to get income?
4. Can you receive any assistants from your parents, brothers and sisters, or children?
5. Can you receive any benefits from pension, allowance, and etc?

and so on. Other examinations about related institutions (public offices, finance institutions, insurance companies etc.) will be made, when they are necessary.

Based on the conclusions and examinations, the subsistence cost and the minimum income for the applicant’s family will be calculated in accordance with the criteria regulated by the country and compared with each other, and the decision whether the welfare benefit is necessary or not will be made. 

• In case you can receive the welfare benefit, we will deliver the notice of determination for benefit start.
• In case you cannot receive the welfare benefit, we will deliver the notice of rejection of benefit application.
• If you are dissatisfied with the decided content, there is the way to appeal.
