National Pension Plan

The National Pension Plan (Kokumin Nenkin) is a system for providing a basic pension to everyone.
The self-employed, students, part-time workers, unemployed, and those who have enrolled in the Employees’ Pension Insurance (Kosei Nenkin) or Mutual Aid Association (Kyosai Kumiai) as well as their spouses can enroll in the National Pension Plan and receive the basic pension.

Categories of Insured Persons

Types

Who is entitled?

Category
I
insured person

Those who are at least 20 years old but under 60 and have not enrolled in the Employees’ Pension Insurance and/or Mutual Aid Association. Persons included in this category are mainly, self-employed persons such as agriculture or commercial workers, freelance workers, and students as well as their spouses. Persons who at least 60 years old but under 65 and are not receiving the Old-Age Basic Pension, persons who are under the age of 60 and are receiving the Old-age (retirement) Pension, and Japanese citizens who are at least 20 years old but under 65 and live abroad can enroll in the system if they wish to do so. (Since April 1, 1995, persons who were born before April 1, 1955, and are at least 65 years old but under 70 can also enroll in the system. However, those who have been receiving benefits should not apply.)

II
insured persons

Persons who have enrolled in a Employees’ Pension Insurance and/or Mutual Aid Association

Category
 III
insured persons

Persons who are at least 20 but under 60 and are a dependent spouse as a category II member

In the event that it is difficult for an insured Category I person to pay premiums due to financial hardship or the like, he/she may be exempted from payment after following the necessary procedures.

There are special criteria of exemption for students under 30 years of age who are subject to Category I insured persons (Special Payment System for Students, Contribution Postponement System for Low Income Youth).

Notification should be made each time the type of enrolled person has changes due to employment, retirement, marriage, etc., or the address has changes.

In the event of death

You are no longer subject to Category III insured persons (retirement of the spouse)

You voluntarily enroll in a plan after the age of 60

You have difficulty paying premiums
